How to create and open service connections in the SAP Support Portal?
You can still only maintain service connection data in the SAP Support Portal (SAP Service Marketplace). The application is available on SAP Service Marketplace at
service.sap.com/serviceconnection

For service connections, you must have a physical connection to SAP (ISDN, VPN, SNC, and so on). See also Note 35010; this note contains all the relevant information about this.
All service connections between your system and SAP are established through your SAProuter. Therefore, to prevent any unauthorized access to your system, a connection must ALWAYS be established from the customer system (a physical connection from SAP is not possible).
To ensure that SAP can access your R/3 installations, sapserv(x) must have access to the host on which the SAProuter software at your site is running.
