Option for Installing Dual Stack Installation SAP NetWeaver 7.0 in Software Provisioning Manager tool (SWPM) is not available. Whereas in old Installation Master medias (not available anymore), there was an option to install a fresh Dual Stack System based on SAP NetWeaver 7.0.
SOLUTION:
When SAP NetWeaver 7.01 was introduced earlier it was not possible to perform a fresh installation of Dual Stack system with exception of SAP NetWeaver PI, SAP NetWeaver Mobile and SAP Solution Manager. It was only possible to perform system copies of Dual Stack Systems based on SAP NetWeaver 7.01 or higher. Due to this all new system introduced after SAP NetWeaver 7.01 does not have the option to install a fresh Dual Stack system (with exception of SAP NetWeaver PI, SAP NetWeaver Mobile and SAP Solution Manager), However, we can still install a system based on SAP NetWeaver 7.0 Dual Stack with old Installation Master media. Same year SAP introduced Dual Stack tool, in order to split the dual stack systems.

The option to perform a fresh installation of Dual Stack system based on SAP NetWeaver 7.0 was removed when Software Provisioning Manager 1.0 was introduced in 2012 (to replace the old Installation Master medias).
