I assume your question is about Personalization tab in (Su01 or PFCG) data, then follow below steps
Go to transaction PERSREG and see below settings
Take into accouint in user changes
copy with user
Distribute with user
check box should be enabled.
Take into account in role changes
Copy with role - check box should be enabled
Then personalization data(PFCG or SU01) will be same for all users.
