Trigger Workflow before creating a business partner.

Hi Experts,
 
We need to trigger a WF as soon as a Business Partner is created. That is, we need an approval process of WF before accepting the creation of the Business Partner. The standard event/Object type BUS1006 is provided. However the BP is triggered only after it has been created. Can anyone suggest any Standard WF to be triggered just before creating the BP?
