open a client means you are opening your production client for any critical cross client related changes. This would be done in tcode SCC4, you needs to select option depends on your customers requirement.

It means opening production client for cross client changes for changes like in data dictionary obejcts etc. It is done through SCC4 and client should not be open for more time as if any change that is not required can affect the system.

PRD Client is locked for no changes allowed. If u need to change (configuration) open the PRD Client.
Pls use SCC4 to see the difference in PRD and DEV client.

As Ripal says... client is open in a critical condition for custmizing or other reasons. using tcode SCC4.
